1. An implantable medical device, comprising a compound chemically coordinated with a surface of the implantable medical device, wherein the compound includes:
(a) a moiety capable of forming a chelate structure with a metal or a metal oxide; and
(b) a non-fouling moiety, conjugated to the moiety capable of forming a chelate structure,
wherein the moiety capable of forming a chelate structure includes a compound having the formula:

where one of R and R1 is selected from hydroxyl, mercapto, phosphine, alkylphosphine, primary amino, secondary amino, tertiary amino, and carboxyl groups and the other of R and R1 is selected from mercapto, phosphine, alkylphosphine, primary amino, secondary amino, tertiary amino, and carboxyl groups; and
wherein X is a reactive group.
